If you have applied to start College in September and have a medical condition, additional learning needs (ALN) or a disability that means you cannot walk into college or travel on the college mainstream transport and if no-one in your family is able to bring you to College, then you may be eligible to apply for Special Transport.

Eligibility

Pembrokeshire

Before applying for Special Transport, you must provide a medical consultant’s letter or certificate proving you cannot walk or use mainstream transport.

Special transport to and from the College is discretionary and is subject to a learner being able to meet strict eligibility criteria which depends on where you live and your age.

This guidance is for Pembrokeshire residents only.

For learners aged between 16-19

To qualify to make an application for transport, you must meet all the following:

  • be under 19 on Sept 1, 2025
  • live more than 3 miles from the College Campus in Haverfordwest
  • confirm that you have no alternative way of getting to College e.g., family or friend car, etc. for some or all of the timetable days or until you can access mainstream transport
  • provide evidence* of a medical condition, Additional Learning Need, or Disability which prevents you accessing mainstream transport or walking to College
  • not have had access to mainstream transport at school

For learners who are over 19 or who live less than 3 miles away from College

To qualify to make an application for transport, you must meet all the following:

  • confirm that you have no alternative way of getting to College e.g., family or friend car, etc. for some or all timetabled days or until you can access mainstream transport
  • provide evidence* of a medical condition, Additional Learning Need, or Disability which prevents you accessing mainstream transport or walking to College
  • not had access to mainstream transport at school
  • be prepared to make a financial contribution towards the costs of the transport

Eligibility

Ceredigion or Carmarthenshire

Special transport to and from the College is discretionary and is subject to a learner being able to meet strict eligibility criteria which depends on where you live and your age.

The school transport policy for both local authorities can be found on the local authority’s website.

Carmarthenshire – all learners (regardless of age) will be required to pay either the full cost or a contribution towards the cost of their transport from Carmarthenshire. Evidence

We will consider the ALN or Medical evidence you have already uploaded to your application. It needs to clearly state why you cannot use mainstream transport or walk to the College. It should be a medical certificate or a consultant’s letter. If you have additional evidence you would like to be considered, please upload it to your application as soon as possible.

Costs & Funding

You are responsible to contribute towards the costs of special transport if:

  • you are a full-time learner aged 19 or over on the first of September

OR

  • live within three miles of the College

There is the possibility for funding, you can apply online below and/or check if you are eligible on the Student Finance page.

From 9th September 2024 it will not be possible for the College’s Financial Contingency Fund to contribute towards the cost of special transport, therefore learners will be liable for the full cost of the transport. For an estimation of the costs please contact learningsupport@pembrokeshire.ac.uk

These are the total costs for special transport per student for the academic year September 2024 to June 2025.

Costs below are for special transport for three days a week in College and the distance in miles to where you live.

Application Process

The application deadline for each year is mid June. Please ensure you have completed the online application form and submitted all evidence before this date.

One of the team will advise you on the next steps to make an application for special transport.

Applications which do not meet the eligibility criteria or without medical evidence or are not completed correctly will not be accepted.

24/25 Applications Now Closed

After Application

Your completed application form and supporting evidence will be reviewed by a College Special Transport Panel, who will either:

  • Approve your application – the panel may determine that access to special transport is for the whole year or for a lesser period depending on the evidence you submit. The panel will notify the Local Authority of the decision and they will be in touch with you to confirm the transport arrangements.
  • Decline your application – you will be notified in writing, and you can appeal but you will need to provide further evidence of why special transport support is needed. Your appeal should be sent within five working days via email to the Accounts and Finance Manager. You will receive their decision within five working days. There is no further right of appeal.
